This is an example of arched window construction. The arch is fromed by two pieces of rebar nailed to the vertical walls. This is sufficient to hold the blocks as they are layed along the formed rebar. Traditionally, a bricklayer would construct the arch by forming it with loosely arranged bricks, then laying mortared brick similarly to the arched blocks shown here. The method used here is quicker and requires less material.
